The central government has drafted a final bill for National water Framework Bill, 2016 for the management of water in an efficient way.
Under this bill, states must recognise the principle that water is for the public and they are not trustees of river basin-states and also all the basin-states are equal in rights and status and there is no chain of command among them.
Every person has the right to have certain quantity of safe water irrespective of its socio-economic factors.
This bill will be optional for the states as water being the subject matter of the states under section VII schedule.
The aim of this bill is to establish River Basin Authority for each inter-state basin, establishing institutional arrangements to deal with water disputes among the states and to manage water in river-basin level.
